Description in English: The book proposes an ICT management model to enhance the transformation of Santa Marta (Colombia) INSERT INTO a smart city. This proposal is structured INSERT INTO three levels of ICT management: strategic, tactical, and operational, which are related to the maturity, intelligence, and technology of the city, respectively. The model is based on good practices and international standards on ICT and recognized theories on the subject. It was developed from an instrument designed to quantify the indicators of the dimensions of two research variables: ICT management and smart city. By applying it to the governing bodies and analyzing the responses, this tool made it possible to quantitatively and qualitatively describe the research variables and the relationship between them, as well as find strengths and weaknesses to make recommendations with a view to improving the technological state of the city, generating services that increase its degree of intelligence, and outlining its ICT strategies. Thus, findings such as the deficiency in ICT strategies, in the degree of intelligence and technological status, and the regular level of ICT services and information management in the city lead to the assumption that Santa Marta still has a long way to go towards achieving a maturity level of intelligence.
