Description in English: This book illustrates how the public policy of the Safeguard Plans has been implemented in the Kággaba ethnic group of the Colombian Caribbean. Like other mountain peoples, the Kággaba were identified by the Constitutional Court of Colombia as being at high risk of physical and cultural extinction due to armed conflict and other forms of violence.Public policy is intended to guarantee the care, protection, and safeguarding of ethnic groups, but not reparation—an omission questioned by the ethnic group in various discussion scenarios.The book facilitates an approach to the interpretation and redefinition of said policy by this ethnic group from the Caribbean massif of Colombia. It specifically provides insights and lessons for the designers and implementers of public decisions in the country and the region.
