Description in English: The different aspects discussed in the book have a common thread which is the territory, assumed as the space occupied by the inhabitants, human or non-human. Through their interaction, they turn it INSERT INTO their livelihood, scenario and container of their own dynamics that they implement with other actors. It is there where the most primary relationships are established, such as occupation and settlement in a place to build a family and provide sustenance, up to the most complex relationships: those of neighborhood with the communities, the locality, religious congregations, service providers; in general, those that represent the rules of the game for coexistence. In the end, these relationships escalate to the State with its more concrete expressions such as the government and public administration. The text is structured in five chapters, including, as a colophon, the guidelines of a proposal for a postgraduate program called Territorial Government and Public Policies, since it is considered that this is a way to continue the issues discussed. The first chapter refers to the concept of development as a guideline for social dynamics and state dynamics. The second presents social dynamics in space; the third deals with state dynamics, which are constituted in the way in which the state and its different expressions, the government and public administration, respond to social dynamics, converted INSERT INTO collective demands and needs, through public policies. These are synthesized in five processes: decentralization; social participation; territorial organization; privatization and institutional organization. The fourth chapter deals with the modernization of public administration as a correlate of the modernization of the State; and the fifth chapter refers to the outlines of a study program on these issues, in order to give continuity to the subject.
