Description in English: What is going on with successes and problems underlying the learning of English? Are they considered in the improvement of pedagogical praxis? Are they part of the Institutional Educational Project? These are the initial questions for this research on bilingualism, developed in the Doctorate in Educational Sciences of the University of Magdalena-RUDECOLOMBIA, by the Research Group on Transformative Pedagogical Management. In this investigation, three scenarios (real, ideal, and possible) of bilingualism in official District Educational Institutions (DEI) of Santa Marta were configured.What it means to be bilingual in Colombia is explored, "bilingualism" is conceptualized, and perspectives regarding teaching English as a foreign language are analyzed. The historical route of bilingualism in Colombia, the legal foundations that originate these programs, the scope of these policies, and the strategies implemented are analyzed. The results obtained by the students in the "Saber 11º English tests" were evaluated, and a critical reading of bilingualism in DEIs was made based on the explicit contents of the IEP.The challenges faced by DEIs and the causes of the problem were contrasted until strategically configuring development guidelines to position these institutions as significant scenarios promoting bilingualism.
